Does sanitizing actually kill what is in the ducts?

Only on surfaces that are already clean. Sanitizer that lands on a dust layer treats the dust. The metal underneath stays untouched. So sanitizing follows cleaning. It never replaces it. In 1950s-1970s galvanized trunk-and-branch systems in Independence basements, bare sheet metal accepts an antimicrobial well. Fiberglass ductboard plenums from the 70s and 80s do not. That surface is porous, and the binder is already aging and shedding fibers.
